Some call this strange sky phenomenon a solar halo with its parhelic circle, or horizontal circle at the same angular elevation as the Sun.
The image below shows a parhelic circle, recorded on the 22nd of April in Ballincollig Co. Cork. A parhelic circle is a white, horizontal circle at the same angular elevation as the Sun.
